A lot of the Legends have made it clear over the years that he's one of them, but his motives are in question more than anyone else's and fair enough because he has turned on them a few times. He'd trusted Snart and Amaya and they're both gone. He trusts Nate, but he's not here. He still doesn't know where anything stands with Charlie now.
It's all just a lot more than he's used to sifting through, but he's starting to trust John and he's not sure if that's a good thing or if he'll get burned.
